how much canon does a character need to be considered "appable?"

some specific situations....
- characters from new series with only a few chapters/episodes?
- minor characters with a (rough?) backstory/personality but not much screen time?
- homestuck ancestors?
- side characters in movies that we'll never get more canon for?

not all of these apply to me, but I was just curious. :)
